The detection engine is rule-based. It compares generation-unavailability records from the ENTSO-E Transparency Platform with public UMM records made available through ACER, where the source data and attribution are sufficient for that comparison.
Materiality scoring uses outage size relative to bidding-zone availability, portfolio share where participant attribution is defensible, and event duration. Rule availability and detectability vary with country, source coverage, and mapping quality.
